Paragon – The New National Security Portal
The National Crisis Centre (NCCN) plays a crucial role in coordinating emergencies and crises in Belgium. During emergencies, numerous services spring into action, such as fire brigades, police, medical aid, logistical support and crisis units at municipal, provincial or federal level. Effective communication and collaboration between these parties is therefore essential.

To support this coordination, the NCCN developed the new Belgian security portal entirely in-house: Paragon.
The goal of Paragon is to support the NCCN’s risk cycle, which covers not only the response to an emergency but also the preceding emergency plans and the various steps to limit the consequences of an emergency as much as possible.
The modern web application is an online platform where emergency services, authorities and partners can prepare for emergencies through emergency planning, and where they can exchange information during an emergency to return the situation to normal as quickly as possible.
The in-house development of Paragon enables the NCCN to continuously make improvements based on practical experience and user feedback, so that the country is better prepared for any kind of crisis.
Functionality & innovation
Paragon supports the NCCN with:
- Crisis management and multidisciplinary collaboration
- Operational, local, provincial and federal crisis management
- Emergency planning and contact management
- Data integration of infrastructure, utilities, municipalities, sensors and drones
- Advanced business rules via a semantic web engine
The platform is fully modular, developed in-house, and combines technical innovation with scientific insights, such as flood models and AI support for risk assessment.
